This method does have a cost to it if you want a decent VPN software, there are free ones and Windows comps usually have a built in VPN software (however, you need to have a good amount of upload bandwidth or so I read). With a VPN, you may live in Canada but your IP Address will come up as one in the USA (if you so chose). The IP Booter needs the real IP Address of your router in order to flood it with loads of information.
